Approximately 3 to 4 parcels north of the public stair access at the west end of H Cove Road, someone is rebuilding a bulkhead using large pieces of styrofoam covered cement. They seem to be doing the work with a large crane which is towering over the beach from a high bank. There are chunks of cement and styrofoam cast about on the beach as well. Is this permitted work? Is the use of noxious styrofoam and cement allowed? Who is responsible for the pieces on the beach? I thought this was public access not private beach.

The turquoise blue plastic sleeve which conveys water from the catch basin at the west end of Hidden Cove Road to the beach is currently buried in gravel which has been accumulating all summer, in some instances raising the level of the beach at the shore by over 2 feet. I have concern about whether or not the plastic sleeve will allow the water to pass to the beach as it normally does when it is above the beach level. This plastic sleeve does not have a diffuser on it which would be nice because when the rain is torrential, the beach is gullied with water run off from that plastic sleeve.
