    Hello. There are many stolen and abandoned bikes chained to the bike rack at Exchange Place. I spoke with the Port Authority Police and they said they tag the bikes with a number that you call and claim your bike as not abandoned. Is there a system like that in place for Jersey City? it is almost impossible to park a bike there. I took a photo of the bikes that never leave. I figure as the weather gets colder it is a lot easier to tell which bikes don't move.
