Many people use that lane to cut over into the left lane at the last minute, creating a safety issue. perhaps if the signage notifying drivers that it is a turn only lane were placed closer to the Harris Teeter on 216, this would help. maybe police presence would help as well.

One very bad pot hole between Johns Hopkins and Simpson. Perhaps inferior materials were used?
