    This property owner has left a carpet out on sidewalk by trash bins and its now soaking wet grey mass hard to see at dusk. This same property has glass along curb been there almost a year and also leaves trash bins out for days. Please educate this own since sidewalk is often blocked due to their sloppy behaviors.
