    A boat remains in the Encinal Basin now for well over a month. I saw an Ala Sherriff boat come and board the boat but they could not locate any person on the boat and said it has been an ongoing problem. I believe this person uses a dingy small boat to go to and from shore but this has not been there for a while . If the boat is abandoned , it should be towed.

    There is a white car in the parking lot of Wind River near the basketball courts with two doors open and its window smashed. Its clear someone has rummaged through the car and its belongings.
    Also, there is a growing # or homeless encampments that are at the back of the Wind River parking lot behind the fence that boarders the back of the Del Monte building. The encampments are growing and creating large piles of garbage and human waste amongst the shurbs and there is now a stench/smell coming from one particular area where they are encamped.

    Behind Del Monte Building and next to Wind River in the water inlet are two boats that have been docked in this area for about a month now. The boats are repeatedly chase out only to return and they often pollute the waters with their trash and use their dingy small boats to come ashore and also leave items of trash there. I reported this about 10 days ago. Nothing has been done.

    there is a large rolled up carpet on Atlantic Ave at the edge of the fence , (right side) after passing the Del Monte Building and as you are approaching Wind River.

    Within the Encinal Basin next to Wind River Systems is a large black and white boat with numerous bikes on board and a small dingy boat that they use to get to shore. The boat has been docked there for about 3 weeks. This kind of situation happens repeatedly until police run them out again and again, similar to homeless but with a boat . They defecate and pollute the waters with their trash and are not legally allowed to dock there for weeks on end but like all others, required to pay a docking fee and park in allowed areas as others.
  • Mckay Avenue And Central Ave Alameda, California - Alameda
    After you turn on McKay Ave from Central Street and just past the side of the old Foster Freeze and the first driveway leading into the parking lot there is a small beige building with a high fence with barb wire at the top surrounding the building . This building has no address that I can see and appears to belong to the city. I've seen a person come from inside the yard of this building early mornings jumping the barb wire fence out onto the side walk. He is white, about 6 ' and carries a large black garbage bag, (and does not look like a nice character.) He may be living in the building and there are beer bottles and other garbage inside the fence.

    there is a beige leather couch near the front of this address along the street curb. I has been there for about 3 weeks.

    Homeless enter the Jane Sweeney park through a cut fence across on the 800 block of Atlantic and at both ends of the park through openings in the fence. There are now approx 12 - 20 large piles of garbage left behind by what appears to be homeless persons. In addition, there is the smell of fire there each morning and it appears people are cooking or lighting fires there to stay warm

    on the road that leads next to the water inlet behind the Del Monte building there are numerous piles of garbage. One large pile is next to the water inlet on one end, another is further down in the parking lot off of wind river that borders the fence to Del Monte. This pile of garbage is in the trees and appear to maybe be left by a homeless person.

    Same sail boat docked in the water inlet behind the Del Monte Building and next to Wind River Co - now docked there for 3 days and leaving garbage on docks .

    The homeless encampments are growing inside the fence that has been cut open on the 800 block of Atlantic leading to J Sweeney park. The fence has been repaired a # of times only to be cut again. This morning there was the smell of smoke and fire coming from inside the fence. The encampments must now # 10 - 20 , hard to tell the # but growth of those camped in the J Sweeney park is creating a danger , more so now with the fire. Can the people be directed to or helped to find a shelter ?

    The black bottom section of the couch is in the bushes along the fence boarding the J Sweeney park about 20 feet over from the intersection of Steward street and 8th street.

    The trees on 1000 block of Buena Vista Ave have not been trimmed while the trees across the street on the other side of Buena Vista have. The trees on 1000 block of Buena Vista are overgrown and need cutting.

    There are a number of homeless encampments and mounds of garbage inside the gate |(that continues to be cut for an entrance to the park) just across from the blue Marina sign in the 800 block of Atlantic. I don't know the answer to the homeless there but it seems the least Alameda can do is clean up the mounds of garbage by these encampments. There are a number of piles full of nothing but waste and garbage. The fence should also continue to be fixed to try to prevnt this issue.

    There are 4 sail boats docked for over a week in the water inlet just behind the Del Monte building and next to Wind River; one large boat as well as 2 smaller sailboats and some type of a raft boat connected to the large boat. All boats appear to be tied up or are at least very close to the docks that are illegal to go out on. These are boats that have been docked here numerous times and that Harbor Patrol has made leave. The boats continually leave garbage in the waters and on the street in the area of where they climb up behind the Del Monte building to come to land.

    1400 Buena Vista (Block Of) Alameda , California - Alameda
    There is a stove on the back side of the Del Monte building located in the 1400 block of Buena Vista Ave., Alameda and is sitting just before the water inlet behind Del Monte. In addition to the stove, about 20 feet away, there is more garbage that is dumped, some in a bag and other just thrown on the ground. This is also just before the water inlet.

    In the 800 block of Atlantic Ave, there is an opening in the fence that leads to the green belt area/park. The opening is where the fence has a 90 degree turn inward. The opening to the fence now has a bungie cord holding it closed but leads to a large homeless encampment . About 7 months ago, the encampment was closer to the entrance of this opening and I found a used syringe on the sidewalk outside of this opening and reported this. I continue to have concerns re the encampment in this are and the use of drugs and kids that often enter the fenced area and play as my kids once did. Please look into this matter.

    When coming down Atlantic Ave (from the direction of Wind River Co.) and just before approaching Constitution way on the left side there is a large opening cut in the fence to the J Sweeney Park and just inside this opening is a growing homeless encampment. This has been ongoing and you have reconnected the fence only to have it cut again, however, this am when walking my dog I found several drug needles just outside the opening to the fence. I picked them up carefully and threw them away however this is now on a level of danger not only because there is drug use but they are throwing their needles on the ground. Please have clean up this encampment so there is no danger to any children who may go in the field to play and secure the fence once again.
