    Homeless people camped out in the pavilion near the fire circle. They’ve occupied the pavilion every day for at least a week now. They don’t have a permit to use the pavilion.
    They have been bathing in the water fountains, washing hair and brushing teeth They have setup tents under the picnic tables to sleep
