Last time this happened vault had a clogging problem and the backflow preventer locared between 1912 and 1914 had a problem. Also last time the cover actually ;lifted off the manhole.

Foster Hill Dr N Saint Petersburg, Florida - Allendale Terrace Neighborhood Association Crime WatchDuring the repaving events at the intersection of 38Th ave N is being routed down Foster Hill Dr N. Foster Hill is a narrow brick street that only allows parking on the southwest side. When a vehicle is parked, 2 vehicles cannot pass at that point. Neither end of Foster Hill is traffic light controlled. If the traffic was blocked 200 feet west and directed down Haines Road (a road designed for higher volume with traffic signals at 38th and MLK, it would avoid a lot of problems. Today several city buses and multiple trucks were trying to go that way with traffic backed up for the southeast end all the way back onto 38th. Calls to the police department were unhelpful.
Several close calls and incidents of vehicles driving over the curbs have occurred.
Since there is more work expected at the intersection, the officers directing traffic should be told to correct this problem.
