Yard waste collection was missed again today. This pile has been missed two weeks in a row. Two other neighbors have uncollected yard waste in the street too. Please send someone EVERY week to collect this.

Yard Debris regulations are different from trash and recycling bin regulations. The Waste Management website, https://www.vbgov.com/government/departments/public-works/pw-waste-management/Pages/curbside-services.aspx includes the following:
• One pile, generated from each house, will be collected on each collection day.
• You may also dispose of smaller yard debris, such as grass and leaves (no dirt, rocks, mulch or root balls) in up to 25 clear plastic bags, not more than 25 lbs. per bag.
Our understanding is that Waste Management cannot guarantee that every bag of yard debris will be collected on the first collection day after its appearance curbside. There is therefore no City Code stipulating how long yard debris bags may be curbside, whether before or after collection days.
Code Enforcement has informed us: “It is not a code violation to place yard debris at curb prior to collection day. The code only applies to Waste Receptacles being placed in the street prior to 5 p.m. prior to trash collection day and not being removed the day of trash collection.”

All I get are the same form letter replies while everyone's trash remains in the street.

Why is this pile of yard waste still in the road uncollected?
Why am I charged a fee for trash collection when the provider does not collect it and repeatedly ignores requests to remedy the problem?
Is this the Public Works Department or the Department of Incompetence?
