The city council local area office (South Central Area Office on 2225200 or southcentral@dublincity.ie) operate this sign. They have recently started putting up other community messages, but the left quarter of the panel is still missing.

Another panel is now broken on this. It would probably be better to turn it off completely if they are not going to fix it.
