Description
The Portland Foreside Development Co. has deployed razor wire along the Eastern Promenade Trail ( just below Fort Allen Park). The blades are strunge atop (and below) a 4 ft tall section of fence accessible by anyone walking along the trail, including children.

In addition, The whole point of razor wire is to cause serious injury. Maine Revised Statutes Title 17. Crimes § 2801 states: "Spite fences: Any fence or other structure in the nature of a fence, unnecessarily exceeding 6 feet in height, maliciously kept and maintained for the purpose of annoying the owners or occupants of adjoining property, shall be deemed a private nuisance."
(P.S. Razor wire is also a threat to animals; cats, gophers, birds, etc.)
