This is the second time that someone has dumped about four or five gallons of goop next to the road in front of our house. It looks toxic ,has no discernible odor, is wet, very sticky (clay like), with a few blue green particles mixed in. After three inches of rain, it has not broken down (eroded). Car keyis for scale Has anyone seen anything like this ?!
