NCGS 20- 174 (d) Where sidewalks are not provided, any pedestrian walking along and upon a highway shall, when practicable, walk only on the extreme left of the roadway or its shoulder facing traffic which may approach from the opposite direction. Such pedestrian shall yield the right-of-way to approaching traffic.
the metal guard rail is over the curb, leaving no ‘shoulder’ and does not allow for pedestrians to walk facing traffic and get off road to safely walk along Laurel Hills Rd heading west. seen several near misses including myself when traffic is heading east.
there needs to be a sidewalk

We have reviewed this location and offer the following comments:
Per the NC General Statute, if a pedestrian is walking along a roadway, and a sidewalk is not available, the pedestrian should cross to the opposite side and walk facing oncoming traffic. The pedestrian should yield right of way to oncoming traffic.
In application of this statute, if you are walking from the Laurel Ridge Dr. side of the dam, no sidewalk is available. Per NC general statute you should cross and walk facing oncoming traffic. Sidewalk is available on this side and should be used to traverse across the dam.
If you are approaching from the Rhododendron Dr. side no sidewalk is available. Per NC General Statute you would walk on the left most shoulder facing traffic until the point where sidewalk is available. At this point you would cross, use the sidewalk, and cross back after traversing the dam.
Laurel Hills Dr. is currently an unimproved street and any additional curb and gutter or sidewalk needed on this street would need to be requested through the petition process.
