I am confused. sidewalks are government property. therefore the government oversees there being usable and safe infrastructure. if sidewalks are not cleared of snow for example, the local government takes action. whether it is water falling out of the sky or scooters, you have an obligation to act for public safety.

in fact, the general law village act from the Michigan Legislature says in act 3 sect 11 "The council shall have the power to regulate and prohibit the placing of signs, awnings, awning posts, and other things upon or over sidewalks,(...)" You cannot say the government does not have authority.
