Description

Several older African American homeless men living in tarps/ tents and home made cardboard homes with a gas stove, human waste and broken glass, and what appears to be SEVERAL stolen tools & various bikes from nearby homes and oakland residents!

ALL UNDER THE OVERPASS that Caltrans does NOT clean. 42nd at MLK, other end of street is telegraph-- under freeway- HUGE BioHazard Mess of broken glass, human and animal urine, needles and fecal waste-ETC, UNSAFE and Violent robberies happen there during day at this location.
CAMERA should be installed asap! Much dumping of diapers and toilets and burned furniture also now there!

Video surveillance of dumping hot spots would be cost effective. There aren't even No Dumping signs.
