This is deadly serious. All kinds of lawsuits waiting to happen.
AND how bout that sidewalk. If a person trips and fall hurts maybe their finger or worse, that's a lawsuit waiting to happen. I hope requester follows this issue closely and note people tripping if you can (hard when working) and anyone you see blocked/denied public access to this public walkway. AND from the looks of it, must be especially inconvenient for folks with mobility challenges and/or for the walking impaired i.e. surviving folks with strokes, canes, walkers and wheelchairs.
City or homeowner needs to repair uneven sidewalk. Not sure if this damaged sidewalk would qualify being noncompliant with the Americans with Disabilities Act
Google Oakland Public Works for city ordinance
Google American s with Disabilities Act Law residential sidewalks to get started.
I'm doing the same thing for curb Ramps on the corner of 96th Ave and Holly St. I feel bad for folks in wheelchairs having to use our dangerous streets (due to weaponized vehicles) to get around.

City of Oakland,
I hope at your end it stands out how many Oaklanders are complaining about the same exact issue.
