Usually when rats are acting weird its because they have eaten rst poison.

The rats live in the trees. They are all over the city and avoid humans. The bubonic plaque that came on rats via ship from China decades ago probably can never reach Georgia. I think it ends in Texas. It's too cold in Georgia for them. There are vultures, raccoon, oppossiums, rabbits, armadillos, etc in Macon. Certain areas don't see any car traffic. Rats are attracted to trash. You can't kill them all. They decrease the smaller rodent population. You have to keep the area clean and place traps to catch what you can.

The poison doesn't seem to be working. It seems to be just feeding them.

Who handles rodent problems? If it is rat poison and cat eats rat it will die? I think someone need to check rodents and make sure no rabies. A friend of mine picked up a stray cat a few years ago and it had rabies. She and her children had to go through rabies treatment. Not pleasant. Better to check it out to be on safe side.

Our street is clean. I've seen rats before but they are always scurrying away. This rat was different. I just worry about rabies. I don't think it is safe for the homeowners to trap them. We need an expert to trap and check for disease. Poison is dangerous to use because domestic animals may get the poison or the poisoned animal. It probably is not rabies but if it is it could cause a big health problem. Racoons are one of the carriers of rabies and they have attacked people.
