Bags of trash been sitting for weeks of not months torn open by animals

More animal ravished trash.

Someone at least made a small effort to pick up the garbage bags in the above photos, but not any of the garbage the animals drug out of the bags in the surrounding area. And the recycling bin is still out by the road filled with garbage/trash and NOT recyclables!

Did the city do anything about this?
