There has been a lot of communication in regards to a downed fence section located atop the concrete retaining wall between Miles Avenue and Chabot Court in Rockridge. It appears that a vehicle crashed into the fence sometime back in March, and it is still down. The City of Oakland keeps trying to pass this off to CalTrans saying that their agency has jurisdiction over this area and is therefore, be responsible for the repair. The exact location is shown in the attached photo.
Another image that is attached is a screenshot from the CalTrans District 4 right-of-way map database. The narrow dark blue line, while hard to see, indicates the CalTrans ROW line. The location of the fencing is just to the north of the ROW line, as annotated, and within City of Oakland jurisdiction and PWA responsibility.
Also attached are some pictures of the current condition.
Several Rockridge residents have submitted service request tickets through this website, phone app, and/or through the Oakland Call Center's website or phone line. However, it has been at least three months since the fence was destroyed, and no action has been taken. Further, City Staff have been largely unresponsive on the issue.
It is important to note that this fence serves several purposes. Most importantly, it is a protective barrier that prevents pedestrians -- including small children -- from accessing or falling over the long drop from the Miles Ave sidewalk above, down to the other side on Chabot Court, which sits at least six fee below and more in some places. It is dangerous and there are many children living in the neighborhood who traverse this route back and forth to Chabot School.
Please respond with a status update so that we may anticipate when this condition will be abated as it is endangering children. And if there is no status update to give or I have not reached the right Staff POC, then please do let me know with whom I may speak to put it on the agenda for repair as soon as possible.
