If you get no response, I would definitely report this to the media. Let them have to explain the inspectors/family members to as much of the public as possible.

Obviously, they are still working on it, but what steps are are you going to take to make sure they follow code? It's been this way for months. I understand that the owners/workers do not live here nor do they care about the appearance at the end of the day, but the taxes of the people who do live here were just raised (in some instances) 6x and they deserve a better more concise response from you and a clean and safe sidewalk.
