The citizens of Pleasant Street Neighborhood are requesting a two way stop sign be added to the intersection of NW 2nd Avenue and NW 3rd Street. the intersection has become dangerous since the stop sign was removed on NW 2nd avenue.

Upon site visits and data collection for the request to add stop signs at NW 2ND AVE & NW 3rd ST, please see below data and response to the request:
Background:
Stop signs existed previously (Refer to figure 1 –before Feb 2015). Intersection was re-constructed with bulb outs, high visibility crosswalks, one way southbound, designation of Bike Boulevard sometime between Feb 2015 and Jul 2016. (Refer to figure 2). Furthermore, stop sign was supplemented by “cross traffic does not stop”
Citizen Request:
Add stop signs that was removed on NW 2nd Ave.
Engineer’s Determination
After review of the location history, site visit, and referencing applicable standards (particularly MUTCD 2B.07 “Multi Way Stop Applications”), at this time there is in-adequate volume, delay or crash history, and no all way-stop warrant has been met.
Therefore additional stop signs on NW 2nd Ave is not necessary at this time.
Criteria excerpt from MUTCD 2B.07.
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right-turn and left-turn collisions as well as right-angle collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but
Data
• No crashes at the intersection Jan 2016 to March 2019 at the intersection NW 2ND Ave & NW 3RD St (refer to attachment 1)
• Although no traffic counts were obtained specific to the subject intersection, historical data of nearby count stations were available and taken in Fall of 2018.
o NW 2nd Ave had 66 vph during the highest hour in a 24 hour time period
o NE 3rd St had 56 vph during the highest hour in a 24 hour time period
