this is a very short light from the east. it seems to me when west traffic is going, light showing turning left could be lit. with 2 stop signs, if we see a green light, speeding is not nice through a neighborhood.

The minimum green time of the westbound signal is not based on the proximity of the nearest intersection (3rd Street in this case); it is set for the traffic already queued at the signal. Otherwise it would lead to traffic speeding from the STOP sign in order to get the green at 4th St. which could lead to accidents. There is currently 8 seconds of minimum green at westbound 4th Street which is sufficient to clear a few vehicles when that is all that is present. There is also an extension to the green time to clear more vehicles when more are present. This extension can vary from 3 seconds for one vehicle to 36 seconds for several throughout the day.
I checked the travel time from 3rd Street to 4th Street and it is approximately 15 seconds. Increasing the minimum green time at 4th Street from 8 to 15 seconds would increase the wait time for the eastbound movement and exasperate the backup problem that exists there several times a day.
Running the protected westbound left turn simultaneous with the eastbound movement would create a conflicting situation as I see it and would lead to accidents.
I will send this request to FDOT since it is on a State road and see if they have any suggestions.
