Noisy cars coming and going after midnight to and from Jade Forrest Apts on Phyllis Street. Often speed or without lights on. After midnight. Radios and loud voices over there, don't know what apt. number. From after midnight sometimes around 1;30 or 2 in the morning and cars with loud mufflers at about 4-5 am that come for a few minutes then go. A car hit their wall hard under their carport this morning with all the noise. Please tell their management to do something. We can't call police since we can't give the apt. address. This is worse on Fri, Sat, sometimes Sunday nights like a big party there.
