I spoke with Osmany with Community Development and he inform me that they inspected the retention pond and everything was in proper working order. The excessive amount of rainfall we have received contributed to the silt.

The forest that was there before it was clear-cut by the developer did not streams of orange silt. Who is responsible and accountable for the downstream damage?
