Description

There is a man sitting on bench across street who has been yelling and talking to himself for the last 2 hours and he is surrounded by plastic bags. It is really loud as he keeps yelling but hard to tell what he is saying. This is right outside windows of lakeside at Milton park apartments on the Cicero Drive side between the apartments and the office bldg across the road (there is also a Wells Fargo on the corner).
