If the New York taxi cab is owned by a resident of Jersey City but the plates have to be registered in New York to due the business use of the vehicle in that state / city are they still entitled to a J.C. $15 zone 16 resident sticker ?

Means it has four hours now.

Well if that car is still in the zone after 3 pm they should get a ticket for exceeding the four hour limit.
