As for the heat, the tenant at the address needs to report it.

As per the health investigator, the property inspected on Monday, Dec. 10th and found on the porch personal household materials, the health division has sent notice to enter the premises numerous times. The statement made by neighbor concerning the children should be reported to Child Protection and Permanency Agency(DYFS) for them to investigate, for the no heat, this matter is for housing code enforcement and they also tried to gain entry to inspect .
