Maybe there's something that the city can post in the business mailboxes to try to keep the area clean & free from trash, leaves & other litter?

the only thing we can do is inspected each property and issue a warning first then repeat offenders will be subjected to a summons

1757 for example still has the same trash & leaves out front for the last few days. It's a business establishment, you would think they would want to keep the walkway safe and clear.
