does a graffiti need to be offensive ? its just getting too much now, this kids who don't have anything better to do, come out in the night and for them it does not matter weather its public or private property, all their plan is how to deface and destroy with gang SIGNS and other type of graffiti, because this kids are minor police or the justice system give them a slap on the wrist and let them go, the only way they would stop is if their parents are made to pay for this kind of behavior, some may disagree but that's the only solution of stop them, other wise jersey city will soon look like those NEW YORK GHETTO , and the property price will start dropping, JERSEY CITY POLICE DO SOMETHING.
