This sidewalk is completely impassable for anyone in a wheelchair. Your forcing people to use the street or backtrack, cross the street, and travel the length of the block again. This certainly isn't ADA compliant, and is hostile to pedestrians. The trash haulers have plenty of space to put bins at the curb, or even neatly in a row on the wider part of the sidewalk. If city policy doesn't involve keeping the sidewalk clear, it absolutely should.
