Unless they have a special permit to park on the grass then it’s against city ordinance. Besides that, it’s also against city ordinance 34-106 - d - 2 which doesn’t allow parking in front yards except without special permit as well. FYI - I wasn’t the original poster of this, just in my same district so took an interest.
