Turning movements off of Packard are unrelated to the nature of this request. Traffic data collected at this intersection show over 600 cyclists pass through this intersection each day. The problem is when the light turns green to cross state street going NW, the light at Packard and Hill cycles to red before one can ride the 500ft uphill distance traveling roughly 10mph on a bike. I don't think 30mph is appropriate for this segment of street given the way it is used.
