According to this complaint, there is never any PARKING ENFORCEMENT OFFICER accompanying the STREET SWEEPERS. The person claims the STREET SWEEPER tends to come through at a higher than normal speed while leaving much of the trash behind. Most of the cars don't bother to move on STREET SWEEPING days, because they realize that there will be no PARKING ENFORCEMENT OFFICER accompanying this STREET SWEEPER.
He said, he can't understand why there is never a PARKING ENFORCEMENT OFFICER ahead of the street sweepers to issue tickets to the vehicles who do not remove there cars on street sweeping days. The parked vehicles have no incentive to move if they never receive any tickets.
