It seems a resident close to the beach has taken it upon themselves to add rocks on the sandy part of the beach to keep people off of it, and made a path in the sand to their property. The rocks were never there and neighbors want to know if they have the legal right to make such changes. They've made that end of the beach to appear private. Plum Cove Beach is a public beach and everyone should be able to sit and use any section they want. That area is the only area that has any shade from the sun.
