While the City will continue to fill potholes and blade unpaved alleys as needed, it will no longer provide any treatment that is solely to decrease the dust produced by passing vehicles on these alleys. An option to help alleviate this problem is to have your neighbors join into a Special Assessment District (S.A.D.) to have the alley paved by the City. If a majority of residents in a specific area agree to join, a S.A.D. will be created and funded by the residents affected by the improvements, in this case a paved alley. What does "blade" mean? Unless you are putting down stone, the roadway will continue to deteriorate. Is the standard for alleyways to be dirt roads? Given the size and weight of sanitation trucks I don't see how this is sustainable.

I don't see where this has been addressed. If the SOP is to "blade" or "scrape" the alley, effectively lowering it, I see a problem here since that will make it worse in the long run. Flooding and washout will get worse. Seeing as paving is not an option, at a minimum there needs to be stone (medium, fine, or crusher run) put down to build it back up and allow for proper drainage.
