I think the tree needs to be left alone.
It has been there longer than you have and has done nothing wrong other than give you something to complain about.
The age old tree is part of the character of the area.
Seeing the blooms helps relax those in the cemetery, as those that planted them intended.
I am sure that they were also chosen because of the way they grow around objects as opposed to say maples that will grab the fence and lift it as the tree grows.
I do hope you reconsider your desire to take the life of the trees in our area.

We are unfortunately choosing to leave the crapemyrtle growing into the fence as it is. Attempting to remove the branch will irreparably damage the tree and almost certainly require major and expensive fence repair. Leaving it unchanged is the most attractive option at this time. We will watch the problem and act if anything changes.
