Description

Hi,

I've noticed that more and more tents have been assembled in the grassy area next to Bellevue Ave. There have been 6 more tents put up in the past 2 weeks. People are getting nervous to walk in that area at night. Can you please do something, it's going to ruin a public park for the entire community.

I hate to tell you this, I think this area is "zoned" as a sanctuary area for encampments much like my 23rd Street between MLK / Northgate. Our encampment has been there for over 3 years in our residential street and nothing has been done. Our street has been completely over-run and out of control. During a block meeting, the main theme was to be "compassionate" and "patient".

Why are people in Oakland neighborhoods with better resources and support not expected to host tent communities? Are better off people in our big-hearted liberal city less compassionate and patient?

The situation in the park adjacent to Bellevue Ave. grows worse and worse. There are now violent fights and disturbances of the peace in the park almost every day and night. (see attached photo) Living directly across from the park on Bellevue, I can see virtually everything that goes on and it's always the same characters (all tent dwellers) involved every time. A once-peaceful park has been turned into virtually a war zone. The police come when they can but they say their hands are tied by the Mayor's Office.

It looks like this is occurring in District 3, Lynette McElhaney is the council member. I would contact her office directly, given that you have already done what you can via this site. Per her website, the name of her staff member who is responsible for constituent concerns is pasted below. Call and email a lot, and hopefully that will light a fire to get this encampment cleared. I doubt that this area is zoned for a legal encampment--I don't think they can do so for a public park--but I could be wrong. Maybe Ms. McElhancey or Ms. Cook can answer that question.

I am seeing more and more of these street people who used be quite passive are now very wound up and unstable. I do not know what there dealer are feeding them but it is not good them or for public safety. This occurring all over Oakland. The cost to haul a person to highland hospital by ambulance is 2099 dollars and almost 50 dollars a mile of tax payer money. We have one vagrant in my neighborhood who averages 20 trips a month.

Elizabeth, many nearby residents are in contact with Justin Lee. He’s in charge of concerns like this for Lynette McElhaney. We’re also trying to communicate with the Mayor’s office, including Joe DeVries. We seem to be in a loop where the city officials tell us to contact police and the police tell us the city has told them not to bother unpermitted campers unless a violent crime is committed. For example, a video of a physical fight in the park was sent to the Mayor’s office. Their response was to forward it to the OPD Neighborhood Services Coordinator. No one has received feedback from the NSC. The people living in vehicles on Bellevue Ave and camping in this area of the park include the addicted (alcohol, illegal drugs), those who need mental health services, and one tent which is erected every evening and taken down in the morning with an elderly man and a young person. Those with addictions have erratic behavior - sometimes they’re pleasant and other times they’re harassing park users and even fighting. The fighting has so far been between them, although they can be confrontational with park users. There is one encampment that was moved here by city employees. It’s very frustrating, especially after seeing how quickly Mandana Plaza Park was recently cleared by the city.

The young girl who was slaughtered on the Bart platform was killed by a transient. A transiet came into Lanesplitter pizza 2 days ago yelling and screaming with knife in hand. The employees disarmed him but it could have had a terrible end. Somehow compassion for the homeless has to be balanced with public safety as too many suffer from severe mental illness made worse by drug use.

Hey Debbie, that's good information and thanks filling me in. Your description of what is happening in the park seems spot on. Many of these folks are sort of "harmless" and evoke sympathy because of their plight, until fights, crime and garbage start mounting. I am sorry for you and your neighbors--I hope your persistence pays off and the City addresses this. I love using the park and Lake Merritt and find the encroachment of tents sad and frustrating at the same time. I know the city struggles to find a place for these people, many of whom are drug addicted and mentally ill, and balance the needs of all our residents, but I feel strongly that the parks should remain tent free. Good luck and keep up your efforts.

I when to the Northgate block meeting on 5/17/18 in which Lynette McElhaney was present. She claims that her son or son-in-law is a homeless person and understands the plight of the homeless people. She advocate in dealing with the homeless issue in a dignify manner. She wants to see more projects much like the cabins on 27th & Northgate only as a temporary solution. Because of limited resources, there's not enough cabins to house ever homeless person. She urges patience. For me, my patience ran out. On my block of 23rd Street / MLK, my residential street/neighborhood has been complete trashed by a homeless encampment for over 3 years. I have homeless people defecate on my private property in which I had to do the gross clean-up. I see people in vans from some non-profit organization feeding them. After eating the food, they throw and trash our street. I wonder if these non-profit good doers would feed these people if an encampment was on their block in which they personally live.

Hey guys, you should take a look what I posted today. I saw a homeless person was taking shower or whatever he was doing in the public space on Sunday morning. He screamed at a couple with a baby when they walked by.

The goverment is so useless... I can’t even....
