Hours after the storm the morning of 7/21/2018, Shoal Creek in WInnona Park is a sea of red silt, worse than I've ever seen. There must be a failed silt fence upstream (maybe Talley Street grading site?) because there's a huge load of silt entering the creek somewhere north of Hilldale Dr. I couldn't see any farther than Hilldale. I'm uploading a photo of the creek looking north at the Derrydown pedestrian bridge.

Georgia Power was working at the construction site on E. College Ave and damaged the erosion control measures, left the site without repairing the BMPs or notifying the contractor.
I will be inspecting both sites (Talley St and Sams St) and the creek to determine the corrective action needed.
