Thank you for the question. The vehicles pictured appear to be parked in the road right-of-way, which is a part of the road. Looking at the area, the parking has worn off the grass showing this has been a long-term area used for parking. The parking restrictions are signed no parking 3a-8a, although the seeclickfix email time was 10:19am. Adding curb and gutter helps keep vehicles parked on the road surface, but a project like that would be determined by the Engineering Department. Any change in parking restrictions (for example no parking this side of street) would be an item that an alderperson could bring to the Common Council for consideration. If your asking if this vehicle based on what has been presented would be ticketed for parking like this, most likely the answer is no. Thank You
