Why would transit police allow them to sleep there? Don't they walk around to check the area?

The cigarette butts are still there. I actually was there when someone came in a truck to clean it, but they did not touch the lawn area with the cigarette butts.

Is the cigarette butts not something that is considered litter? It is the lawn area right behind the second validator machine.
