Description

There is a homeless encampment made of illegally dumped mattresses and garbage items, built at the corner of Webster St. and 15th St. in downtown Oakland. The collection of garbage, mattresses and now hazardous items (i.e. shards of glass, rusted sharp metal items left on the street) is consistently growing. The person who built and lives in the encampment has also graffitied the building around the encampment and poured paint all over the sidewalk. A smell has started to arise from the encampment. The man panhandles aggressively, and I am concerned as a pedestrian about my safety, the smells and the hazardous items that have collected around this encampment.
