Case Noted. The watering bags were properly installed by the planting contractor to the specifications set forth by the City Arborist. The City Arborist as well as the planting contractor do understand the purpose of the watering bags and how they can be used. The watering bags should be installed around the tree stake itself and not the trunk of the tree. This is done to prevent the trunk of the tree from being damaged by the wet conditions that the watering bag creates around the trunk as well as to encourage new root growth outside of the root ball.
