This is a blighted private property. I don't understand why Walgreens doesn't just pay to have it removed. It can't be good for business. I'm curious as to what the store manager has to say. Since it seems to be a chronic problem, perhaps a "no dumping" sign with the fine listed and a surveillance camera would be a deterrent. I don't know. Just some thoughts.
