Thank you for your concern, however, the Code Enforcement Inspector has determined that this does not meet the definition for an open and vacant/ accumulation of refuse/Tall Grass or Weeds. A vacant lot does nto0 fall under the open and vacant heading. That is used for buildings that have an opening that someone could use to enter the dwelling. Thank you
