Description
Today I was woken up at around 5 am by the deafening crash of heavy metal items being slammed into the back of a dump truck at highland hospital interspersed with the constant, neverending beeping of their reverse signal as they continuously put the truck in and out of reverse. This lasted about an hour and 40 minutes. I was finally able to get back to sleep around 6:40 AM but I was woken up again around 8 AM by additional dump trucks loudly smashing objects and creating a deafening crash sound as they hit potholes in the street. This is not the first time that highland hospital has had heavy industrial/freight machinery operating on their premises outside of designated hours for noise. It is a violation of Oakland city noise ordinance and a blight to the residential community surrounding the hospital. There is no reason why Highland hospital should be waking people up at 5 am on a monday morning smashing metal into the back of a dump truck. These operations can wait until daytime, when people have gone to work. People do not need to be deprived of precious sleep and show up exhausted to work because Highland Hospital can't be bothered to comply with local noise ordinance.

Hey, call this number and make a complaint: (510) 227-0392.
https://highlandatr.org/contact-us
I did. I'm tired of the construction noise. I was told 6 months ago that the project was due to be finished in December at the latest. They said "increased noise" in November. Then it didn't stop through December or January. So I called again and they said they found a problem that they somehow didn't know about after 6 years of work, so the main demo would be done by March. Today is April 9 and it's louder than ever. So i look at their website, and now they say "increased noise" through June. How do you like that for neighborly? I get that this is for a greater good, but they are doing nothing to mitigate the noise and negative impact they are having on surrounding residences. That's just total B.S. I think everyone affected should be calling them and telling them they need to do more to ensure their work is causing as little nuisance as possible. Maybe they can put more money into mitigation and less into their "neighbor update" online magazine. They should be handing out free medical insurance to everyone in the area as a compensation.

Here is a link to all the numbers publicly associated with the project:
https://highlandatr.org/sites/default/files/docs/neighborhoodUpdates/180301%20-%20March%202018%20Neighborhood%20Update_HR.pdf
My suggestion is to call every number on here as many times as it takes to reach someone. If your neighbors were also affected, have them call, too. And if that doesn't work, you can always try calling media outlets and telling them about it. After all, this is county money being spent on a project that was supposed to have been completed some time ago. It's the kind of story that local news likes to report- government overspending AND community upset. I mean, you have to wonder how the planning team on this project didn't know what was already in existence at the hospital when they started (the guy told me that "it's old- built in the 60s," as though that meant somehow the building was from ancient times and there were no plans from the original project. And look at all the "neighborhood updates" they have online- each one gives an end date, and each one increases the completion date without any real explanation. It's not right.

Why was Lisa's comment "blocked by rejections?" Why does this site always do that to completely benign comments?
I tried calling the manager of Highland's engineering department several times and left her a couple voicemails. No word back yet on the status of this issue.
