Elwell Street is too narrow to have parking on bothsides with two-way trafficking specifically at night when people are home. You cannot see oncoming traffic do to vehicles parked on both sides of the of the road. There has been a traffic accident with a police vehicle at one time . Elwell Street should be one-way and or no side street parking. Please check your police reports for this issue.
