According To Fulton County Sewer Department the Sewer pipe clean outs are the responsibility of the home owner or HOA if deemed to be common area.

The City of Alpharetta has resolved this request.

What about the sewer lid that doesn't cover the in-the-ground sewer pipe? That isn't considered a sewer pipe clean out, is it?

It is up to the property owner to adjust the box height either by lowering the pipe inside or by raising the height of the box itself. As well as lowering the second pipe to grade. this is on private property and is not a City issue.
