construction at 125 21st ave se has spilled into the alley, specifically dirt, sand, and cement dust. Contractors have washed their cement trucks and cement equipment into the alley coating it in a layer of cement dust that blows into our homes and lungs. Eventually the cement dust rinses into and pollutes the bay ONE BLOCK AWAY. Is this normal operating procedure and accepted behavior for the City of St Petersburg?
