If private lot, just stop shopping there. If potholes damage cars they can be sues. As far as HC signs on private land, that is maybe a state law issue, not a town issue.
To be more specific, you can perhaps contact the Ma Office on Disability. All private lots need to operate per standards of the ADA and MA laws too! Hope this helps:
