The best way to address this matter is to call 955-1818 to request an officer to respond to the area when the noise exists. You can request to remain an anonymous when you call or you can ask to be called by the responding officer. Below is the city ordinance excerpt on animal noise violations. If the officer observes the violations they can cite the owner.

4) Animals. No person shall own, possess or harbor an animal or bird that howls, barks, meows, squawks or makes other sounds that:

a. Create a noise disturbance across a residential real property boundary;

b. Are of frequent or continued duration for ten or more consecutive minutes; or

c. Are intermittent for a period of 30 or more minutes.
