Description

Today was street cleaning day. It wasn't the usual person. There were multiple cars parked and not one of them received a ticket. The street cleaning couldn't take place. What's with the guy who is supposed to ticket parked cars during the cleaning hours (1-3 pm)? The street is dirty and with the wind, all the debris flies around.
